It's 139/year and the DC AG estimates 48,000 customers impacted.

Now is that 48,000 *memberships* or is he counting a family of 4 with one membership as 4 customers? I would guess the latter but who knows.
48,000 * $139 = $6,672,000 so even if everyone in that number was a family of 4, you are still looking at $1,668,000
