The lower tier teams need the OOC wins to become bowl eligible, and it's to avoid situations like Alabama as well.

SEC teams expect to beat almost all their non-conference opponents.

UT outscored its non-conference opponents, one of whom was ranked at the time, 247-13. That's a real stat.
