In WA, you are allowed to postmark by election day.
In OR, you have to drop it off on election day or be received in the mail by election day.

I don't understand why that would slow down the counting.

takes time to open them and you have to check that they are from registered voters (hopefully cross-checking they also didn't vote in person) -- nm

Yep. And Multnomah County is suffering staff shortages, the counting machines are breaking down, and there's an immense turnout.

I don't know. Here in King County, they have a room full of new, faster ballot counting machines.
