And show me a test to see if a player or coach is gambling. You can't. If a player gambles and is caught

there's no way you can ever trust that player again. That dropped fly? Was it a real drop or a drop to help beat the spread? You'll never know. And that hurts the game in ways other cheating doesn't.
If a player roids and is caught, you can test him every 6 weeks and if he's clean, then you know you're getting whatever game he has to give.
