It's possible that you have a bad ballast. More likely that you have a bad socket. You know the tubes in the bathroom

work. Swap the troubled one with one of those. If you get the same issue with the new bulb, call your landlord and ask him to have it repaired.

If the trouble shifts to your bathroom, replace the bulb.

    - Definitely, one bulb will affect both. If you put the bathroom bulbs in that fixture and have the same problem, it's probably the ballast. -- nm - TWuG Aug 9, 21:12
