it's a pair of bulbs. they're working together. I don't think it's a bad bulb or they'd be flickering independently, right?

  - Definitely, one bulb will affect both. If you put the bathroom bulbs in that fixture and have the same problem, it's probably the ballast. -- nm - TWuG Aug 9, 21:12
