The idea was to get the banks able to act like banks again. Slowly that is beginning to happen. Some have paid the funds back. That's the part we should really be keeping our eyes on. And we should be enacting regulations to keep them from doing some of the stupid things that got them in trouble in the first place, but that's a separate issue.
