Cell towers generally don't care if they are servicing Manhatten or Billings, Montana. The tower still needs to be there to offer service.

Hell, more people might make it more expensive, if cell towers have an upper limit to capacity.
Not only does Billings need a tower, NYC needs 20 times more than it's geography would dictate thanks to the dense population.
