Has Obama mismanaged this some? Yep.
Is Obama 'selling out to special interests' the reason this hasn't passed (as implied by your initial post): No. Or, at least, there is no evidence to that effect.

Blame him for poor management. Blame your Congresspeople for having so spine and/or giving in to special interests.
