I think he wants to sign, but his agent won't agree to the $17-20M deal.

That is the reported offer, and one another source says needs to increase. It sounds like Strasburg wants to have a deal done, though maybe he agrees that he's worth more than $20M.
Him not signing would be a mistake, like the Varitek thing.
