The Virgin Islands are *part* of the Leeward Islands, but not all of it.

To expand: The Leeward Islands are part of the Lesser Antilles; Combined with the Greater Antilles (the larger islands in the north of the Caribbean) and the Bahamas, make up the West Indies.
