That there are other groups in that same national park leaving water, that are *not* being hassled (because they listen to the park rangers suggestions), tell me that the guy wanted to be hassled.

the arrest would've gone fairly unnoticed if he hadn't refused to just pay the fine and instead insist on a trial. -- nm
