But what happened to getting the message out before the debate? The only message they gout out is "We have a plan".

They have used ineffective methods to educate people. Townhall meetings are not going to educate the public, that's not their purpose. Even if they can be used in that way, the best you will do is reach 100 people at a time.
Websites are a passive means of communication and requires people to seek out info. Where are the active methods of communication? Something like this requires a lot of education of the public and they have not accomplished that on any level.
That is what left the door open to opposition scare tactics.
