23% of the US federal budget is spent on medicare/medicaid. I'd like to know what percentage of Canadian tax dollars goes to health care.

Getting the Canadian numbers may be more complicated since health care is paid of each province's budget (health care in Canada, regardless of what is said about it in the U.S., is actually a diffused system, with each province running its own version). Still, we should be able to figure out how much of each tax dollar paid by a taxpayer goes to health care. If 23% of US taxes goes to medicare and medicaid alone (to say nothing of the 21% that goes to Social Security!), I think we're doing something wrong in the U.S.
