It could be that looking at percentages will give you an erronious idea of actual burden

We may be spending 23% of tax revenues on health care through Medicare and Medicaid, but if our tax burden is 2/3 that in Canada, maybe we're getting a better deal.

The better measure would be looking at the cost incurred per patient on average. If outcomes are generally the same in both systems, but one system costs 2x as much to get the same outcome, well then you've got something.
