Andie, I saw a show about a company that tried to do that in one lottery

they contracted some convenience store chain to create all the tickets. employees were doing just that all day for days.

the store backed out part way through so they only had half or so of the combinations but managed to hit the jackpot anyway.

took days of searching boxes to find the winning ticket, plus there were all the secondary prizes that they had to track down.

this was in the US but it may have been an Aussie company
