You can't occupy inactives. Lots of times, the best way to get past a big inactive's navy is via occupying a new 40 point colony. nm

My problem is too many high level towns on islands with inactives.

upgrade your Palce one level more than everything else. setup an MPC, turn off production in all other cities

Easy way around that: Tell them what's in it for them and have them launch an attack on you. That nullifies the protection. -- nm
