Victoria is a City. Vancouver Island is almost twice the size of Israel.

Victoria has decent transit, although sometimes it can be tough to get out to buchart gardens (but there are ways).
Bus rides are $2.25 canadian, and you can get a "Transfer" that is usually good for a second bus.
Getting up-island ... take a car. There's a bus as far as duncan, but the schedule is for commuters. There are vans that can take you to Tofino for surfing or whatnot, they're probably pretty affordable, but then you have to get around in the town ... you're probably more comfortable with hitchhiking than I am, but I would just take a car (renting one might be cheaper than taking one on the ferry, but more complicated).
Could also rent scooters, but in the fall ... there will be rain to contend with north of victoria.
