Because when the economy goes to shit, you have to cut something. People are dropping insurance to eat.

Cobra for myself if I lose my job is 300 bucks a month. When you don't have a job 300 bucks is a TON!! Look at the unemployment rate to the graph on your chart.
It goes up, and interest in health care goes up. Not a surprise.
