There's always huge resistance to healthcare reform, because people don't want to tinker with something that affects them so fundamentally and they are willing to put up with its flaws. The classic example (to me) is Britain in the 80s and 90s, when the NHS was really bad, voters still didn't want the government to make the necessary, substantive changes. It's the same in the US today (but, obviously, different)
