Let's start with passing the stuff that could to into effect (and start :
1. Make insurance co.s accept pre-existing conditions.
2. Let them sell across state lines.
3. Start experimenting with tort reform.
4. Give individuals the same tax benefits as employers.
5. Require proof of citizenship.
These could all be implemented immediately (instead of four years off), and would cause (IMO) insurance rates to drop dramatically, allowing more of the uninsured to be covered, either individually or by employers.
THEN the gov't can start trimming all the waste and fraud out of Medicare that Obama says is easy enough to do, and gradually expand it (as it gets cleaned up) to cover everybody that can't afford private insurance.
