yes, but old dog means old dog, rescues tend to mellow once they realize they can loose another family by bad behavior (even if wasn't his fault)

as for the fence, you can run an electric wire across the top, used for horses our pup's fosters recommended that if our guy got rambuncious, but we haven't had a problem yet but he could scale our fence, i've seen him climb the tree chasing a squirrel
then you have dog runs which are basically cages with a top.
I would prefer to run a metal wire clothes line that you could have a leash looped through, that way he would have a long run, attach it to a harness not a collar
BUT if nobody will be home all day, 8 to 10 hours a day, then seriously think twice about leaving a dog alone all that time, they are social pack creatures and require companionship.
th sf humain soc did a study on all those shopping cart homeless with dogs that their patrons would flood them with complaints, after looking at the situation they reported that those dogs tied up to shopping carts were much better off with near constant companionship then the pammpered but abandoned pups owned by the yuppies who left them home for 10 hours and they only got a short walk.
