She got all worked up because she thought he would propose but then didn't.

How is she supposed to know that he's eventually going to really propose once they got back to the bottom?
She wasn't crying because he didn't propose at the top of the Tower. IMO, She cried because it didn't seem like he was going to at all after teasing her.
