OK, let's assume the guy wasn't trying to make her cry. I think that is the point Guy is trying to make.

I have seen very happy, successful couples who have the ability to engage in playful banter without taking it seriously. My guess is that the Eiffel Tower guy thought he was being clever or cute and never imagined the girl would get so worked up about it, to the point of crying.
My interpretation is that the concept was amusing and would have made for a good story for them to tell their grandchildren if it had worked as he intended it. Clearly he misjudged her reaction and he should have scrapped his plan and proposed immediately once he saw her emotion. His mistake was not being attuned to her feelings.
Guy wasn't the one who did this. He shouldn't be crucified for it.
