Even with Wal-Mart's control program in place, undercover news could certainly find employees successfully shoplifting. Because control programs aren't 100% successful.
That doesn't mean that ACORN has a good control program in place. But two or three isolated incidents aren't proof that they don't, either. It only gets us to the point of needing to question and review the control program and its execution.
