its not just procedural anymore. even if they have no intention of transmitting it outside of congress, it is and will be talked about

and they know this. they know that the media is watching all this and will report it, so the end result - whether it is common and procedurally motivated or not - is that they're spending time voting on whether or not a member should or should have not had a brief two-word outburst.
