Unless it's a laptop (to which Stephen surely has your answer: flip the switch!), you need to get to the Network Connections screen. In Vista/Windows 7, you have to get to the "Network and Sharing Center" and then click on "Manage network connections". In previous versions, I think it was just "Network Connections" in the Start menu or go to "Network" in Control Panel. You need to be at the place where it shows your network-able connections (i.e. "Local Area Connecton", "Wireless Network", "Bluetooth Network"). If the device is disconnected or disabled, there may be a little red "x" in the corner of the icon for that device. Right-click on the device and choose "Enable".
