I'm not so sure - people think of the Chinese gov't as one big unitary block but there are still factions within it, plus tensions between national,

regional and local gov'ts etc.

For example, a province might be given an economic growth target by one arm of the national government, but an (inconcistent) environmental target by another arm of the national government
