It's easy to get outraged that "they don't read the bills!" but the amount that they go in blind is vastly overstated.

They have armies of staffers who read the bill and pull out the key concepts from the legalese. There are dozens of bills out there at any one time, and I'm fairly certain it would simply not be possible for them to read every page of every bill prior to voting on them.
