English language cities
The United States had the 2002 Winters, and the 2010 Winter Games are in North America. The United States also hosted the Atlanta Games in 1996 and the 1984 Games in LA. The LA Games made the Games the commercial success they are today, but the Atlanta Games were seen as too much.
By comparison, Japan hasn't hosted the Summer Games since 1964 (though Nagano hosted the Winter Games in 1998)
Tokyo won the technical assessment, then Madrid, then Chicago. From memory, the winner of the technical assessment has wom every time since Atlanta.
