Apparently the US Olympic committee takes a big chunk of the TV revenue off the top (something like 20% initially) - before any other country gets a piece. Europe is pissed about this and since the IOC is over 50% Eurocentric, they will not vote to have another Olympics in the US until that revenue stream has been adjusted to more evenly pay out to everyone.
