I'm not sure that Chicago was ever a front-runner outside the United States

I say this because there's a natural tendency to get behind your 'home' city.
When Melbourne bid for the 1996 Olympics and lost, Australians were shocked, *shocked* I say to find out they lost because they thought they were the front-runners - despite competing against Athens in the centennary of the Games, a newly-united Berlin and Atlanta which had the strongest technical bid, and won - and having hosted a Games 40 years previously when most people wouldn't be able to name a single building/attraction in Melbourne let alone point to it on a map.
