I agree with you that it has to start ostensibly from within the homes and community. I don't have high hopes for that happening though as society

becomes progressively more insular in nature.
I've always thought that provision of vibrant sporting facilities in inner city areas especially, would help to materially address the problem in the long term (10 years+).
