Or he kills Charlie where the nurse was already stashed.
I don't fully remember all of the episode.
One possibility is that he already had the nurses body stashed there(in the basement, maybe not that exact room), but hadn't yet disposed of it. He then kills Charlie and takes his shape. He then hides Charlie's body. Then he shoots the already dead body of the nurse, which brings everyone running.
Of course, people should have remembered this week that there didn't seem to be any mercury in the nurses blood, and became suspicious of Charlie.
