the flag was for roughing, I think the ref thought it was helmet to helmet, but then the group decision was that it wasn't. That ref had already thrown his flag so he couldn't throw another for the taunt... I guess he could have thrown his hat but he didn't.
It looked bad but the end result was right... the guy did make a direct motion at an opposing player for no reason whatsoever.
