Smoltz and Penny weren't making 15mil this year, which will be Bay's contract, I bet.

Bard and Delcarmen and another hard thrower at 25% the price for Bard/Papelbon and Delcarmen is a no-brainer, especially if you get that hard-thrower back in the trade plus pieces.
