That's no surprise - the Republicans are more organised than the Democrats :)

Seriously, I think there are a couple of unusual factors that mean this is more true for the GOP at this time - the Bush administration was much more concerned with expanding executive power over the legislature than the Obama administration seems to be. And also in 2006 and 2008, a lot of the moderate Republicans were voted out so now you have a lot of Republicans in Congress who agree with one another, and a lot of Democrats with some very diverse views
To your IM - I always forget that $$$ is more important in the US system (not a criticism - just an observation)
