So, are they just guessing on the budgets of the ABC shows?

Since they said assuming.

There's also the flaw of only 8 repeats, though that could also be a flaw with ABC only using 8 weeks for repeats.

They make a point of noting the other 22 weeks ABC will need to program, but don't point out the 6 that NBC will need. They also skip that most of those are summer weeks, when programming is usually cheaper.

NBC deciding that they are fine with 1.7 in the key demo at 10 because the show is cheap is a precursor of them having paid programming.
