basically, its a morale thing

if you send an army to attack, your morale dictates whether you keep fighting or retreat. part of that is the walls level, part is troop losses, part is the army/ies you are facing.
so if you have a town with 40 "armies" in it, the morale requirement of the attacker is huge, so most armies turn away after 1 round.
