When the law forces sex offenders to go live on the edge of society, it makes them harder to simply keep tabs on, sends them off the grid, so to speak

Is that really a better situation for everyone than having them live with society, where at least law enforcement can keep an eye on them? It's been documented in my state that when sex offenders are forced to live away from civilization (schools, jobs, services of all kinds), they turn into this unknown variable where its unknown what sorts of activity they're getting into.

Reagen is referring to all kinds of crime. Not simply sexual offense.
