they arent intentially killing themselves mind you.
but the pathing in the game is confirmed as being off, and the pathing in Megaton can be treacherous from high up. NPC's bump into other NPC's and knock each other off the ledges, to their deaths.
so far all these people have 'suicided':

Walter (water repair dude)
Morarity
Jericho
Maya
Billy
