Actually I think you can say that some views in games like Grand Theft Auto offer 2nd person viewpoint

I used to like getting on a motorcycle, head down a straight road, and switching the view to a camera theoretically mounted on the handle bars looking back at yourself, so you're basically driving at the screen. (making the impending crash more exciting because you can't see it coming)
