Unfortunately, the bailout has caused a free-for-all to see who can get their hands on government money

Hell, the boating(!) industry is trying to get its hands on bailout money.
The Detroit 3 need to go through a rapid, prepackaged bankruptcy. Their decision making history is so awful, they simply can't be trusted to do the right thing with taxpayer money. They'll piss it away and keep coming back for more.
