Yes, but I'm also an advocate of a top-down re-evaluation of how government offices are run.

Slashing budgets does not immediately make the office run more efficiently. It increases stress and reduces performance and efficiency. It's like only buying half a tank of gas, because that's cheaper, and because the driver should instinctively and instantly adjust for the new fuel level.
It just doesn't work.
