Personally, I don't think a government should be run like a business.

Government exists to protect the citizens. That includes protection from outside forces as well as from within. It's not in place to make a profit for shareholders. IMO, it should look like an inverted triangle with military spending on the small point. Spending on citizens, especially the weakest and most vulnerable among us, would be the big broad base at the top.
