No, I think it stole it from the previous versions. Windows 2 thru Millennium were basically the same underlying architecture, IIRC

Moreso Windows 3.1 and higher ...
It wasn't until they created the "NT" branch (Windows 3.5, which was targeted at businesses, and later morphed into 2000, XP, Vista, and 7) that Windows showed any signs of getting more stable. Vista can still bluescreen, but then the default setting is to instantly reboot - the non-NT branch would just hang there and make you manually reboot :)
