If the RI law is like the CA law, it's the restaurant's responsibility to not allow patrons to smoke. They can be fined, if they allow it.

Like a bartender who keeps giving a guy drinks after he's drunk, I expect there's some responsibility on the employees to enforce the law.

the way it works here is that the establishment is responsible for enforcing the rule and is liable for fines if they don't.
