One option: Take the job and excel for six months.

Who knows, in that time, you may be able to (re)prove yourself and when the situation perks up, you may be able to step into a higher-level job.
If the people like you, and you make a significant difference in moving all the balls forward in the business, you'll be surprised how quickly you'll be back where you want to be.
You're more than a job title.
