Not entirely true. The 90's teams were built very well.

no real big purchases, most everyone was traded in (O'Neill & Tino) plus the farm system developing Jeter, Posada, Rivera, Pettitte and Bernie...

reasonably priced free agents for the most part.

It was built the wya most teams wish they could build teams.
