Ok...quickie NFL rules question for folks regarding False Starts...

in Monday's game, Mendenhall got flagged for a false start. I don't know that I've ever seen a RB get flagged before, but ok.
My question is...why is that QBs can do that high step in the shotgun formation and it's not movement?
Big Ben did it a ton of times Monday night. Manning and Brady do it a lot. Basically, most QBs in the shotgun will do it.
I'm just wondering why that isn't seen as a false start as it seems like that kind of movement could easily draw a defensive player offsides...kinda like a hard count...but with the hard count, no one actually moves.
